Volyn Regional Council Supports the Initiative of ME Volynpryrodresurs to Establish the Ukrainian Peat Association

 

On 17 December 2025, during the meeting of the extraordinary 34th session of the Volyn Regional Council of the eighth convocation, deputies supported the initiative and adopted a decision granting permission to ME Volynpryrodresurs of the Volyn Regional Council to establish the Ukrainian Peat Association and to become one of its founding members. After the proposal had been reviewed by the relevant commission, the decision was submitted for voting, where the majority of deputies supported the initiative.

 

The process of establishing the Ukrainian Peat Association (UPA) was initiated by Ukrainian enterprises that form the backbone of the country’s peat extraction industry. Among the initiators is the municipal enterprise Volynpryrodresurs of the Volyn Regional Council, which in November addressed a proposal to establish the association to the Chairman of the Regional Council, Hryhorii Nedopad.

Considering Ukraine’s significant peat reserves and the prospects for their development in order to diversify the country’s energy sector, there is a clear need to establish a specialised organisation of operating enterprises capable of effectively representing the interests of the industry at both the national and international levels.

During the session, the deputies supported the initiative of the enterprises to establish the association.

Anatolii Kapustiuk, Director of ME Volynpryrodresurs, stated during the meeting:

"The establishment of the Ukrainian Peat Association (UPA) represents the consolidation of efforts by specialised enterprises that will represent the interests of the industry in order to form a unified professional position in cooperation with legislators, central government authorities and relevant ministries, as the peat industry is an important component of the country’s energy and industrial security.

At the international level, the creation of the Ukrainian Peat Association (UPA) will allow Ukraine to stand alongside peat associations of Europe and other countries around the world. The existence of such an association will ensure the official representation of Ukraine in international professional circles, participation in joint conferences, scientific research, working groups and projects, and will also create opportunities to defend national interests at the level of European institutions."

 

 

 

What This Means for Ukraine’s Peat Industry

The establishment of the Ukrainian Peat Association (UPA) represents a strategically important step for Ukraine’s peat industry for several reasons:

  1. Industry consolidation – bringing together leading enterprises to form a unified professional position in dialogue with national authorities, regional institutions and international partners.

  2. Representation of industry interests – the association will be able to more effectively advocate for the sector’s interests before legislators and regulatory bodies.

  3. Development and modernisation of the sector – the association will contribute to setting industry standards, developing infrastructure, attracting investment and participating in international projects.

 


The Volyn region plays a key role in shaping Ukraine’s peat industry. The region possesses some of the largest peat reserves in the country and has significant potential for the development of enterprises engaged in peat extraction, processing and practical utilisation.

Volyn’s participation in establishing a nationwide industry association is of strategic importance. The status of a co-founder strengthens the region’s position in national industry policy, opens additional opportunities for attracting investment and reinforces the region’s role among Ukraine’s industrial regions.

The creation of the Ukrainian Peat Association will help unite the peat industry in Ukraine and may become an important driver for its further development amid the current economic challenges faced by the country during wartime.
