On 10.03.2016, the Volyn Regional Council of the seventh convocation, on the initiative of Ihor Palytsia, adopted the decision No. 3/18 on the establishment of the Municipal Enterprise “Volynpryrodresurs” of the Volyn Regional Council.

The Municipal Enterprise “Volynpryrodresurs” was established by the Volyn Regional Council to explore mineral resources and legally mine amber, which would create new jobs and replenish the budget – both for the Volyn Regional Council and for the state.

On 02.02.2017, the Municipal Enterprise “Volynpryrodresurs” of the Volyn Regional Council received from the State Service of Geology and Mineral Resources of Ukraine (Derzhheonadra), with the approval of the Ministry of Environmental Protection and Natural Resources of Ukraine:

4 special permits (No. 6172, No. 6173, No. 6174, No. 6175) for the use of subsoil for the purpose of amber extraction for a period of 20 years,
4 special permits (No. 6176, No. 6177, No. 6178, No. 6179) for subsoil use for the extraction of peat suitable for briquettes and compost for a period of 20 years,
and on 13.03.2017, a special permit (No. 6189) for the use of subsoil for the extraction of complex copper ores for a period of 20 years.

ME “Volynpryrodresurs” is the largest enterprise established for the legal mining of amber with a total licensed area of 51,524.7 hectares (515,247 km²), peat mining with a total licensed area of 6,364.0 hectares (63,640 km²) and complex copper ore mining with a total licensed area of 3,140 hectares (31.4 km²), covering the territories of Kamin-Kashyrskyi, Lutsk and Kovel districts of Volyn region.

The company has all the relevant permits for subsoil use and complies with the laws of Ukraine, and the first legally mined amber in Volyn is the merit of ME “Volynpryrodresurs.” It is worth noting that the works are carried out in compliance with all environmental requirements with regular environmental monitoring of activities, mining and biological reclamation. The company adheres to the principle of transparency of production, works and services.

In 2023, according to official sources and reports, “Volynpryrodresurs” became the leader in Ukraine in terms of the amount of amber mined, having extracted 14,667.27 kg.
