VPR – One of the Largest Taxpayers in Volyn Region

Municipal Enterprise Volynpryrodresurs (VPR) ranked among the top ten major enterprises of Volyn by the amount of profit tax paid, taking 6th place. Owing to its effective operations, the enterprise makes a significant contribution to the regional budget, enabling the financing of key social and infrastructure projects.
Volynpryrodresurs, a mining enterprise owned by the Volyn Regional Council, was established in 2016 to explore and develop natural resource deposits in the Volyn region, including amber, peat and copper.
Major Taxpayers of the Region and the Self-Sufficiency of the 2024 Regional Budget
According to information published on 16 May 2025 during a session of the Volyn Regional Council, own revenues of the regional budget in 2024 increased by 24% compared to 2023. The budget received UAH 1,692.5 million in own revenues and UAH 1,023.5 million in inter-budgetary transfers from the state and local budgets (including refunded sums). Overall, profit tax revenues from enterprises in joint ownership of territorial communities in the region increased by UAH 3.9 million compared to 2023.
Notably, the regional budget became self-sufficient in 2024 for the first time in recent years, without receiving basic subsidies from the state budget. This was made possible thanks to the coordinated efforts of the regional authorities, regulatory bodies and responsible taxpayers.
A significant proportion of these revenues came from enterprises that conscientiously paid profit tax, including Municipal Enterprise Volynpryrodresurs:

In total, profit tax revenues from enterprises in Volyn amounted to UAH 263 million in 2024. ME Volynpryrodresurs was among the region's top taxpayers, surpassing many well-known large companies.
VPR’s Role in Strengthening the Regional Economy
In 2024, the activities of Municipal Enterprise Volynpryrodresurs generated more than UAH 35 million in taxes and fees paid to budgets of various levels, including:

Rent for mineral extraction: UAH 6,047,965.30
Dividends to the Volyn Regional Council from VPR’s profits: UAH 4,790,995
VAT: UAH 8,603,893
PIT: UAH 4,483,214.84
USC: UAH 4,049,205.80
Military levy: UAH 502,442.07

Volynpryrodresurs not only contributes systematically to the budget, but also actively supports Volyn's social sphere. Payment of personal income tax (PIT) and unified social contribution (USC) ensures the financing of salaries and social guarantees, while the military levy strengthens the country’s defence capacity during wartime. The enterprise also creates jobs, which is crucial for the region’s economic stability.
Compared to 2023, own revenues of the regional budget increased by 24% (UAH 328.1 million), and the revenue plan was overfulfilled by 102%, generating an additional UAH 29.5 million.
Volynpryrodresurs was among the TOP-10 enterprises that contributed to this growth, ranking 6th. The enterprise not only fulfils its functions in the field of subsoil use but also competes on equal footing with leading well-known companies such as Kromberg & Schubert Ukraine LU and others.
Municipal Enterprise Volynpryrodresurs is an example of efficient management and social responsibility. The enterprise not only performs its core functions in the extraction of natural resources but also actively supports communities through the payment of mineral rent. Contributions totalling almost UAH 35.6 million in various taxes and fees in 2024 demonstrate its crucial role in Volyn’s development.
