On the Experience of Volyn in Creating ME “Volynpryrodresurs”

 

On July 6 and 7, Poltava region hosted a delegation from Volyn region. The head of the Volyn Regional Council, Hryhorii Nedopad, and the director of ME “Volynpryrodresurs,” Anatolii Kapustiuk, got acquainted with the work of regional communal enterprises, visited tourist sites, and participated in a plenary session of the fifth session of the Poltava Regional Council of the eighth convocation. 

Additionally, the heads of the regional councils, Hryhorii Nedopad and Oleksandr Bilenkyi, were guests on the program “In Focus” on the “Central” TV channel, where they talked about strengthening partnership relations, exchanging experiences, and joint initiatives. 

As noted by the head of the Volyn Regional Council Hryhorii Nedopad, a Memorandum of Cooperation was signed with the Poltava Regional Council in February 2021.

“This Memorandum provides for cooperation in various areas between the regions – in culture, education, medicine,” said Hryhoriy Nedopad. “During the visit to Poltava region, one of the facilities we visited was the regional communal clinical cardiology dispensary, where we observed the level of medical services provided, personnel training, and equipment. In turn, we can boast about our Volyn perinatal center, which is now exemplary and attracts women from all over Ukraine to give birth there.”

According to the head of the Poltava Regional Council Oleksandr Bilenkyi, the experience of our region in terms of resource extraction on the territory of Volyn was found to be interesting.

“We are interested in the activities of ‘VPR’ – a municipal enterprise that is engaged in the official extraction of amber. In our region, there are also plenty of opportunities for revenue to flow into the budget from the extraction of local natural resources: sand, clay, and gravel. We understand that creating a similar enterprise requires navigating a challenging path, so the experience of our colleagues in this context will be very helpful,” noted Oleksandr Bilenkyi. He added that besides the economic benefit for the regional budget, establishing a municipal enterprise would help partially address the problem of unauthorized use of local natural resources. “We realize that many projects are currently being created within the framework of the ‘Great Construction’ program, and large-scale work is ongoing on the Dnipro – Reshetylivka highway. We see many problems related to unauthorized extraction of sand and other natural construction materials. Therefore, we want everything to be official so that funds can flow into the regional budget.”

Grigorii Nedopad adds: the path of “VPR” was not easy. Since 2016, there have been many obstacles, a long and painstaking work, and only in 2020 did this enterprise start operating and began extracting amber and selling it at open auctions.

“We saw that extraction can be done legally, and we have extensive experience in this, so we are happy to help those who ask for advice. We hope that a similar enterprise will start operating in Poltava,” emphasized the head of the Volyn Regional Council.

Thus, thanks to cooperation with our region, there are plans to create a new communal enterprise in Poltava.

“After the trip to Volyn, we started preparing documents for the registration of a new communal enterprise. There are certain specifics for obtaining a license, and there are some legal issues. We want to bring all documents in line with regulatory legislation so that we can do this as quickly and efficiently as possible. With the help of our friends from Volyn, we managed to establish our communal enterprise,” said Oleksandr Bilenkyi.

Additionally, it is noted that the Volyn Regional Council has signed memorandums of cooperation with the Ivano-Frankivsk, Ternopil, and Rivne Regional Councils.
