Regional Council Property Commission Approves the Report of the Director of “Volynpryrodresurs” – Anatolii Kapustiuk

The Standing Committee of the Regional Council on Property of Joint Ownership of Territorial Communities of Villages, Settlements, and Towns of the region heard reports from the heads of nearly ten regional municipal institutions on the results of their work in 2024.
The deputies unanimously approved the report of Anatolii Kapustiuk, director of the ME "Volynpryrodresurs" of the Volyn Regional Council, noting the stable operation of the enterprise.
The report, which summarizes the financial and economic activities of ME "Volynpryrodresurs" for 2024 and compares them with 2023 results, was published on the official website of the enterprise, vpr.ua, and its official Facebook page, www.facebook.com/VOLYNPRYRODRESURS. Despite the challenging conditions of wartime, the enterprise demonstrated stability and adaptability in its operations.
Details: Report on financial results for 2024 compared to 2023
"We are actively working, accumulating funds in accounts. We are conducting scientific work with students, introducing new directions, and have registered our own trademark. Last year, we had six months of downtime in amber development while land plots were being processed, but almost 7 tonnes of amber were extracted, which is half as much as in 2023. However, this did not affect profitability, as we increased sales of peat briquettes and milling peat. As a result, we managed to exceed financial plans many times over. We expect the same trend this year," noted Anatolii Kapustiuk.
Financial Indicators
In 2024, Volynpryrodresurs maintained efficiency, adapted to challenges, and increased profitability.
Total revenue amounted to UAH 106 million, and profit was UAH 37 million. Income tax paid exceeded UAH 7 million. In 2023, these figures were: revenue – over UAH 120 million, profit – over UAH 35 million, income tax – over UAH 6 million.
Despite a decrease in the company's total revenue compared to 2023, profitability in 2024 increased, as confirmed by financial indicators.
In 2024, the company made a significant financial contribution to the region's development, directing approximately UAH 5 million to the regional budget and over UAH 6 million in rent payments to local communities. Personal income tax (PIT) amounted to over UAH 4 million, and a single social contribution (SSC) also exceeded UAH 4 million.
Amber Mining and Sales
2024: Mined – 6,754.524 kg; Sold – 6,246.120 kg worth UAH 58.859 million.
2023: Mined – 14,667.280 kg; Sold – 15,939.789 kg worth UAH 114.252 million.
The decrease in amber extraction and sales in 2024 is explained by the six-month pause due to land plot registration.
Peat and Peat Briquette Sales, Revenue from Sales
The extraction and sale of peat products have helped offset the decline in amber revenues. In 2024, extraction continued at the Velyke Bahno deposit in the Kolky community, which serves as the raw material base for the Manevychi Peat Briquette Plant. Additionally, extraction proceeded at the Koza-Berezyna peat bog in the Kamin-Kashyrskyi district, providing raw materials for the peat briquette plant in Prylisne. In total, 50,771.3 tonnes of milled peat were extracted in 2024.

The commission noted the enterprise's contribution to the region's development and its strategic importance for the economy of Volyn.
